Implements decision @Canonical facts via Person description field + agent convention: use Person scope description as canonical source for entity facts.

Child tasks:

1. Update Wessel Person record with canonical facts
2. Update Collaborator A Person record with canonical facts
3. Add "check Person first" constraint to agent-config

Validation (after children complete): Test query: "When is Wessel starting?" → should return "February 2025" from Person scope.
